24 bit, 96 K Audio is DVD-Audio Quality. Its cleaner, clearer, you can record hotter, over a greater dynamic range, than 16 bit, 44K CD-Audio.
There are not a lot of DVD-Audio recordings out there yet, but they are being used by some recording artists. You would play a DVD-Audio in a DVD Player.
Can a $200 to $300 soundcard, give you audio as clean as high end recording studio gear. Yes, as far as bit rates go. 24 bit is 24bit. If all you need to record is two or three tracks at a time, low end gear is fine, if you have good mics and something decent to record.
Decide what your needs are. How many tracks do you need to record at once. Then how are you going to play them back. If you are making CDs, you have to end up with only 16bit, 44K. But many claim 24bit gear, just gives you a higher quality recording.
Your ears make the call. If you have a DVD burner, 24 bit etc is a must to make DVD-Audio discs.
Can you get a better CD with 24 bit gear. Many say yes, many say no.
The Audigy 2 Platinum External is a great all in one HW/SW bundle. If like me, you play PC Games, watch DVDs on your PC, burn discs, compose and record and love to use Soundfont samples.
Know exactly what you can and can not do with any piece of music HW and SW.
