Sonar is easy to use and one of the most powerful suites out there. Prices vary, depending on which version you get. The most expensive version, Sonar 3 Producer Edition, comes with a bunch of extras (including samples and synths) for around $450. Now, as far as the "best of the best" for audio recording, you'd be hard pressed to find anyone who doesen't agree that Pro Tools by Digidesign is that, but of course a protools system can run you into the 5-digit price range =)

Reason is really good for electronic music, although I've never tried using it for recording; one nice thing is that you can 'wire' it into sonar as an external synth (that is, make the two programs work together, and control Reason from inside of Sonar.)
